Relief Carved Eagle Roundel

Unusual form and highly detailed that was masterfully carved in relief form in three sections, most likely used on a Government building. The eagle is clutching two long olive branches that go around the roundel up to the head. The roundel is painted black with a painted brown notched dental border. The surface is second generation paint.
